PoE 1 was more transparent because we were aiming for Tier 1 mod, and here it was more difficult to figure out which Tier mod is the best in a given field.
I don't know what the general population's consensus is about whether lower or higher tiers are considered better but what _is_ clear is there are some clear disadvantages to using the new system:

1) It makes communication about items more difficult because any arbitrary affix on an arbitrary item has a different value for best tier. With the previous system, Tier 1 was always the best regardless of context.
2) The current system/UI makes it unclear how far you are away from the best tier. With tier 1 being best, you always know how far away you are from the best.

There were some concerns that led to the tier change:

1) Consistency in the game. This is a valid point -- however, there could be alternative solutions (with their own pros and cons) like using different terminology based on context. For example, item affixes can be Tiers, maps can be Levels, and Unidentified items can use Stars. This has a downside of adding more terminology to the game but at least there won't be contradictions using all the same terminology and they can have their own expectations about what is considered best or harder correspondingly.

2) What happens when you add new tiers of affixes to the mod pool. Personally, I see no issue with this from a player's perspective -- I generally only care about what tier I'm in, knowing the specific values within that tier usually is only discussed in different contexts.

The sooner the better..
I have no real feelings about this, but it was a strange choice to reverse the tiers. t1 being lowest gives them infinite potential to add more tiers as time goes on without too much back end work. Still, feels weird though.
