This has happened to me on 3 out of 4 Citadels. Luckily, they haven't been a choke point on the atlas for progressing past them as there are other map nodes to take.
Still, it's annoying. |

Iron citadel, already second time ----> 1 monster remains and can't complete map.

Same here, all map cleared, killed the boss and still saying "1 mob left"
