PoE 2 performance locked to 30 fps

Update:
FPS went from 30 to 45 after new NVIDIA driver, tried again everything evevn on lowest res and graphics and highests still 45 capped

I had this issue, and turning off VSync fixed it

Nothing fixes this by itself.
GGG is silent for month.
The same issue was in POE1, no ?

Ive had this exact issue in the past and it was due to my GPU not reading the correct PCIE lanes. On newer cards you should see x8/x16 3.0/4.0 under load in nvidia control panel or gpuz.

My 4060 was stuck at x1 4.0 until i updated my bios but reseating the gpu may also help. I didnt notice till i played a Dx12 game as it seemed to run just fine in Dx11 games.

Guys, check your PCIE (who has MORE THAN 1 slot for graphics cards in the Motherboard).
I had an x16 4.0 slot, but the graphics card was in x1 3.0.
Installing the graphics card in the correct slot solved the problem.
