Poe2 Endgame bugged / Citadels do not spawn/appear in the endgame map at all

Hello!

I've done several hundrets of maps by now, mostly t14+, lvl 91, and have captured several dozens of lost towers. From what i've seen from literarilly every other player that has reached endgame and a similar point in the game, it is not normal to not have discovered a single citadel by this point.

Therefore, I'm completely stuck with proceeding in the endgame and there's nothing I can do.

I also have the quest "Legacy of the Vaal" still active with the task to "Speak to Doryani" and have no way of completing the task. I've talked to Doryani in every place he appears. He is NOT present in my current burning monolith area, where I can only use fragments (which I have no way of receiving by myself) in the door to enter the bossfight.

I've even bought the fragments in the currency market, killed the arbiter, nothing changed. Still no citadels to be found (I've captured around 20 new towers after having killed the arbiter).

Needless to say, this is super frustrating.

wait this is a known bug? im also lvl 92 done hundres of maps and i thought i just had bad luck. its an actual bug? lmao

Also having this issue, still have legacy of the vaal quest, no citadels found in 300+ maps.

Also having this issue, 91 lvl, 250+ maps, 0 Citadels.

Same issue, thought i was having insane bad luck. 2 characters in maps not a single citadel.

I have completed AT LEAST 50 towers, most of them not in cluster, but wild spreaded, in order to cover as much fog as possible.

Not a SINGLE citadel.

Yeah, I also only found "The Burning Monolith". No citadel in sight. Also stuck on the quest "Legacy of the Vaal". Speaking to Doryani doesn't do anything. Doesn't matter where I do it.

Found a citadel after about 200 maps, got oneshot by the boss at the end(my fault was a bad dodge). Now I cant re enter and have to find a new one. I am okay with 1 life per map but on the citadels with how rare finding one is, kinda just kills my entire vibe of wanting to progress.
