I would assume that every single other item you have equipped is probably worse than that staff. Have you tried to replace them first? The weakest item should almost always be replaced first. Melee weapons tend to be the exception.

Yeah, I was shocked when I saw that staff and know it rocks. That being said, I thought for sure with gambling (probably 50 staves I've bought), crafting from normal items (probably another 50 or so) and checking vendor stock, and drops (I farm bosses and mini bosses), I haven't seen a single other +x all spells. Only +x fire/cold/etc

You're seriously underestimating how ridiculous that staff is if you really got that in act 1. There leaves a lot to be desired in crafting and itemising in PoE2, but even if it had all the options available in PoE1 you'd be hard pressed to get something of a comparable power level that early in the game in PoE1 either.

~90% spell damage, +2 all skills, 17% cast speed is ridiculous.
