Concoction builds have always relied on boosting the level of the skill gem (in PoE1 you did it with awakened empower and some other trick, there's just less options in PoE2 atm) so I can't see this being squashed as an exploit.

In any case the whole point of widowhail is giving up your bow bonuses to double your quiver ones instead so this seems an intentional use of it.
