-40% lightning resistant when I'm naked

Hello guys the title says it all.
When I take of all my gear, jewels in skill tree and I'm complete naked, I have a lightning resistance of minus 40%!

My char is level 83, I killed every boss and got all bonus.

So I guess this is a bug. Maybe someone can help or tell me what to do.

You get +10% in act2 and act2 cruel for completing a certain fight.

With each act you progress through, you get -10% to all elemental resists. This I believe is tied to the act, so any time you return to older acts in the campaign your resists will be higher due to a lower penalty.

The penalty adds up to -60% in endgame; added to the +20% lightning resist from encounters, -40% sounds correct.

Originally PoE2 also had extra -10% elemental resists in T6+ maps and in T11+ maps, bringing the total penalty for high tier maps in line with where endgame was in PoE1. These extra penalties in high tier maps have been removed, though.
