Better suggestion for Movement Speed (not implicit)

Jonathan gave us a perfect example why not to do MS implicit: because in that case we can also talk about IPD implicit on weapons which makes this idea look suboptimal.
But here's the thing. Weapons already have base damage build-in and mods only add on top of that or multiply that. And damage is the only function of this item slot so we can use all affix slots to enchance the DPS.
But in the case of boots we have high affix pressure, we expect them to have:
- flat defense
- increase defence
- life
- resists, better 2 or 3
- attributes, better 2 or 3
- and Movement Speed that is mandatory
So it just steals 1 affix slot and kind of kills the item chase for boots, you only have decent boots when they have 30+% ms, without ms it's complete trash even with full top tier other mods.

So why not make MS a built-in stat for every boot in the game?
Just like damage, attack speed and crit chance on every weapon.
I imagine every boots base has a base increased movement speed built in along with it's defence stat. So you have lower bases with 0% increased ms (or just 100% base movement speed as a stat if you like) up to 25% increased ms (125% ms stat) on the atlas bases. And you may also leave the bottom 2 prefix mods with 5% and 10% increased ms on them so the tradeoff of having that prefix swapped to life/defence would not be that horrible.

So the whoile idea is basically to have some tradeoff but not as insane as it is now, and to have natural base ms progression with decent MS even on white boots so you can chase this slot just like helmet, gloves or body armour.

I mean, You (GGG) already did that with Cluster Jewels in Delirium league, we used to roll extra jewel slots and then every cluster jewel got maximum of those built-in. It feels like an obvious way to fix the problem, can't see any wrongs in it even if you remove those prefixes completely and push all MS to bases (0%->35%). This option maybe even better than a half measure.
