No...things take time. Thats Poe. You wont be flooded with stuff 24/7. And this is good.
Well, first of all, jewelry is rare in general and stellar amulets even rarer - and secondly, you will see less white bases if you have high item rarity. If you are going to farm specifically for these (which I do not recommend - save your sanity), then run with zero MF.

Or run with lots of MF, trade a lot and just buy Astramentis - probably a lot easier.

You're entitled to your opinion, personally I think it makes the game more interesting. In Diablo 3 you can just get whatever you want easily, and it's boring as shit. The game is moderately fun for like 2 days then you're done.

In POE you always have things to strive for, there is almost no limit to how far you can push it *because* these high-end items are so difficult to obtain. And it's not just uniques, rare items can be pushed as well. That's what Mirror of Kalandra is used for, when someone finds (or more likely crafts) a perfect rare item, other people can copy it.

With that context I'd say it's a *perfect* design choice for a loot based game. What would be a horrific design choice is make everything easily obtainable, because then we'd just be done and have nothing left to do. The rarity makes it special, the work it takes to get it makes you appreciate it more.

And if you're not one of the people who are willing to put in that effort that's fine, there's lower tiers of aspirational items for you. Maybe your aspiration is just to get a HOWA. When you get it it'll feel great and you'll appreciate it because it wasn't just given to you immediately upon hitting endgame like D3.
This is true, at first I thought I did something wrong with my Filterblade but for the love of god I still don't get any stellar amulet drops. I think they messed something up.
I found 4 normal rarity but the chance failed every time. They are rare and also the possibility for the orb to work is really low.
