Yes, both are Travel skills. All Travel skills share a cooldown. However, the neat interaction here seems to be that Withering Step doesn't recover its cooldown during its effect, so Phase Run can be triggered again while Withering Step is on cooldown, meaning you can have both briefly active. Just tested it in-game. Neat, didn't know about this one.

Edit: However, it should be noted that you can't use skills such as Dash while Withering Step is active.
