Public Parties cannot be viewed when in hideout, but can be viewed when in a map

This is a long term bug and has been happening since EA started, it greatly inhibits players from doing social content and gets them bored.

Hoping that it gets fixed.

Fixed a bug where the list of available public parties could fail to load if you logged in directly to your hideout.

This might fix it, but can't tell without the actual patch.
