Nowhere does it claim that multiple hideout decorations are obtained, and similarly, the weapon description does not suggest that the effect applies to dual wielding. In fact, it explicitly states that it affects only weapon type X. That said, you’ve essentially answered your own question regarding why the Severed Arm MTX doesn’t work on both weapons simultaneously. As Bex noted, it’s not an MTX from a supporter pack, so there’s no restriction preventing you from purchasing two separately if desired. Ultimately, the text never makes any promises beyond what it explicitly states. Nothing from GGG’s side is misleading, if anything, any confusion likely stems from personal expectations of how the MTX should function rather than any oversight by the developers.
