How to get a level 82 boss map?

Do I need to spec into +5 into the atlas tree since I have points from Arbiter?

THey had it in the patch notes that corruption no longer gives +1 level to maps.

tier 16 + cleanse + irradiate = lvl 82

Cleanse adds a level?

Cleanse can add +1 level to any previously corrupted areas but it's random.

I've cleansed 4 areas yesterday and didn't find a single one. Maybe I am missing something, does it state anywhere it has +1 level from the cleanse, like in the modifier section?

Yes, it is one of the (possibly quite many) lines of modifiers on the node.

Seems to me like you get anywhere between 0 and 2 nodes with "+1 level" modifier per cleansed nexus.

There are three different ways to further increase the monster level on a map:

a) Irradiated precursor tablets: randomly affects maps around a tower when inserted. Combining this with a +boss tablet increases your chances to produce any boss+irradiated map around the tower.

b) Vaal orbs: corrupting a map has a chance to increase the level. I think it is 25% to either decrease/increase the level, thus about every 8'th vaal orb on average could produce a T16 map. Not sure though.

c) +1 to monster level of area is one of the possible mods you can hit around a corrupted nexus: I've had this on cleansed nodes AND on corrupted nodes too (patch 0.2). When you cleanse the nexus, all corrupted maps around it have their mods re-rolled.

Combining a) and b) for up to 4 boss atlas points is rather easy, while c) on a boss map alone is quite tricky to get. My current strategy is as follows:
- Explore a new corrupted nexus, do not insert precursor tablets in range, yet.
- Has a corrupted +1 monster level? Use irradiated+boss precursor tablets in range.
- Otherwise cleans the nexus and try to keep as many corrupted maps open to get many cleansed maps: Look for +1 monster level. Use irradiated+boss precursor tablets anyway now.
