I don't think GGG caters to consoles in this case. My assumption is that they have to restart servers for all platforms at the same time, but different platforms have their own rules for patches. Their own client receives the update immediately, then Steam, and then PSN/Xbox. It would be weird for them to hold everyone back based on when the patch becomes available on PSN. Sometimes it can take a few hours for a patch to appear on PSN. It sucks.
