I've been running a twister build (https://pobb.in/2a3BmYQBMOZD) since league start.

So at least in PoB, you can checkbox all 3 elements 'Twister gained Cold/Fire/Lighting Element'. It either picks up the element when passing over Cold Ground or when consuming a Cold Whirlwind.

When we use Wake of Destruction and we whirlwind slash, the whirlwind slash picks up lightning. So when you then cast Twisters, it will immediately pick up the Lightning element. If it then later passes over ignited ground - it does not pick up the fire element VISUALLY at least. However Chilled Ground & Shocked Ground, they do seem to synergize. My build depends on both shock (I run Herald of Thunder) but also cold / freeze - as my twisters both shock and freeze/chill - it definitely does pick up multiple elements, visually though - it feels inconsistent.

There was also a hotfix in 0.2.0b Hotfix 3:

Fixed a bug where skills that have a percentage of damage gained as a specific element didn't get bonuses from certain combinations of other elemental damage types. This mostly affected Twisters being empowered by ground effects when using weapons with some types added elemental damage.

'Twisters empowered by ground effect(S)' plural. Heavily implies the correct working state of twisters is to be able to pick up multiple.
