I had the same "problem," however, after running some maps he simply showed up in my hideout. But he might have shown up in the hideout because I put him there in a previous season.

For me, he showed up after reaching a second Corruption area on the map (the red areas). Not a second map, but a second such area after having completed the first corruption quest.

If anyone else has had this happen, do let people know since I might be an outlier, but eventually Dannig showed up in a map for me (with all the usual ways of talking to him not providing new quest states) and I could talk to him about the quest in the map itself. Took a while for him to show up, or it just wasn't working before, but I could take the tablet and the skill points thereafter.

Found Dannig on a expedition map he is the npc that sells you expedition stuff so he must he bound to an expedition map

first time on expedition map quest was bugged , 2nd time on expedition map there was a woman, so i placed Dannig in my hideout and completed quest, try that

After doing your first expedition, talk to Danning on the map, do the thing you have to do there, then, place Danning (Edit - Decorate - NPC's list) on your safehouse/stronghold and talk to him. I hope this helps.
