Rune Graft of the Warp Not affecting offering skills

An offering is not a buff, it is a separate object in the world, like a minion or totem that doesn't actively do anything, and it has its own duration that determines how long that object lasts.
That object gives out buffs to multiple different objects (each of your minions, and maybe also you) while it exists, and those buffs are removed when the object dies, but the buffs themselves do not have any duration - if they did they could expire before the offering. So expiry rate can't affect those buffs because they aren't expiring - they're waiting for the object to remove them when it dies.
An offering is like a spell totem support on an aura skill - the totem has a duration, and the aura it gives out applies a buff to you. But that buff from the aura doesn't have its own duration. Expiry rate modifiers don't apply to that aura buff on you, for the same reason as the offering case - it has no duration of its own, it just gets cleaned up when the totem is removed, whether that's because its duration ran out or some other reason.

Ok, so with that explination I get why the slower buff exp doesn't work on them. I hadn't considered that im generating a entity that generates the buffs for me so its not technically me generating the buffs. That being said I think it would make some interesting builds/outcomes if we could get this to apply either to the entity or rather get the buffs to be generated by us instead. Im not sure what the technical answer to this is but I believe making these skills able to be affected by slower buff exp would be a good change.

What's the purpose of continuing to bump the thread?

lol can you imagine if they just hadn't seen it?

Memes aside - I can kind of understand someone continuing to hope for clarification from GGG (perhaps presented differently...) if they wanted a more explicit stance on whether this is considered a known technical limitation or the game functioning as intended.

I would be sympathetic to the perspective that Mark never directly touched on that - instead, seemingly just kind of waffling about how it works under the hood without actually touching on the fundamental question posed by the OP - namely "I think this is a bug - am I correct?"

His Transparency attribute appears to be higher than his Communication attribute. :P

Didn't see that he replied when I posted the bump. Was at work and went, I havent bumped my thread today, only to see when I got home that it got replied to. Also I did post a reply to his post and clarified this in my original bump message.

I'm pretty sure this is intended. You can check my reply here.

There's no duration ticking on the buff icon which is a good indication that offering buffs don't expire on you. So, it's some tricky implementation thing.

I think it may create a dummy entity that provides the buff as long as it exists. In this case, we actaully modify the duration of its lifespan.
