There are lots of reasons for nerfs. One of the biggest is that, for some players, they will feel obligated to play whatever the big outlier build is. Even if they don't find that build fun. Some of them might even skip the event, because they'll feel like they can't have fun if they don't play an OP build (by comparison to other players, not to the game difficulty), and they don't want to play whatever was OP last time (for various possible reasons).

Also, I speculate that the fact that they are making balance changes means this won't be the last time we see Phrecia. Bothering with the effort implies it will be used again.

There's a weird psychological effect where players hate void leagues. I say it's weird because those same players (mostly) literally never log into standard, or only log in to move their divines into their "main" currency tab so they watch the number go up.

The real questions is why they ever void anything anymore. Standard is full bugged crap and mirrored double or triple legacy items. Even an event league that had a straight 10x loot multiplier attached would have zero impact on standard.

(For the nitpicky people: I know this event is parented to Keepers, not standard, but no one cares about the last two weeks of a league except standard players--and any event that would be problematic for the current league could just be parented to standard instead)

yeah they need, because jonathan found new, "hardcore gamer" audience for poe2 (FOMOed babycries from reddit who babycried during harvest, babycried during affliction and they want no rest for the wicked frankenstein but in poe, with no loot and no good builds)
and now with 3.27 poe2 philosophy (jonathan's delusional vision) gonna be applied to Path of Exile 1. probably next league is the same, and in poe2 we get gutted temple and another postponed endgame rework or dull endgame with no loot.

we are not poe's target audience anymore, now its 0.0001% of playerbase who enjoy the vision, jonathan himself and shill streamers like talkative tri, ZiZaran, etc ("great" streamers)

In EVERY league or event they nerf everything fun to play into the ground. they just hotfix the fun out of the game.

and while the league is active - they say "we dont nerf builds" but actually they did in poe2 ... so i guess they will do it in poe1 now too.

but every critic from big poe players and the most player will stay unheared... because talkative tri is "enough community".

I say - kinitec blast will be nerfed to death.

but i agree. the "great" streamers you mentioned are the "yes-thats-cool"-sayer. they never would say "oh, thats bad" or even harder criticism :D

agreed, this 50-avg viewers "voice of poe community" banned me in chat when i told him to ask for adequate endgame and etc AT LEAST in poe2.

and he also do collabs with some extremely... (idk how to describe some people for this message not to be removed by support) extremely SPECIAL people like snoobae who:

1) justifies the vision, said that 0.2 was great
2) says toxic stuff towards other people f.e. fubgun
3) has napoleon complex, just look for "mf messiah smoobae" on youtube

yeah 90% of my messages with "poe" 2 criticism are voided, whereas 2 pages back guy calls me "clown" and his nonsense is not deleted. hope moderators have great time in "poe" 2 and they like the vision too
