Phrecia scarab mod bugged

The mod '#% increased chance for Unique Monsters to drop Scarabs' seems bugged as well. I stacked it up to 800% and ran Glacier maps with Exiles, but they dropped zero Scarabs. It feels like the modifier isn't applying at all.
