Wrong. It's a %damage modifier added on at the end of damage calculation. At level 30 I got it with only 180 strength and it gave me an extra 40 dps on a 2h that only has a 77 max physical hit.

But then again, this is PoE. Elemental damage > Physical damage. Always.
