its frenzy charge only work this normal hit? or what because dont work with cwdt

CWDT will cast spells. Franzy is not a spell but an attack

Are you sure that they are using the skill 'Frenzy'?

There are other ways to optain 'Frenzy Charges' like for example "Blood Rage" http://pathofexile.gamepedia.com/Blood_Rage

Why would a player using righteous fire not be able to attack with frenzy? Righteous fire is just a buff. It has no effect on what other skills you can use.

In fact, many Rf users attack with Frenzy to get frenzy charges so they can get extra life regen from Blood Dance boots.
