He'll be happy until he figures out he needs to get between 1% and 6.4% regen to make that work depending on how much chaos resist he has. Then he'll come back and ask the same question. Here's the answer I think he wanted: Most Righteous Fire builds attack with Frenzy to get frenzy charges because it's as easy as swinging your weapon. not sure what you mean by normal hit though. It's a hit with the Frenzy skill.
