Disclaimer - Rather than explain the differences between your build and his. It's easier just to tell you things which would improve your damage/survivability/quality of life. Although I am new to CI Wanders I did play 2 life wanders in previous leagues, they are "Chipwanderer" and "ChipWandEye" if you want to look them up on my profile.

Be aware that ingame tooltip damage for Barrage is listed as PER PROJECTILE and not your overall damage, barrage scales extremely well off of boosting the amount of projectiles you fire. ( you might know this already ).

Firstly, if you're checking the POB (Path of building) links for his level 100 theoretical build he has some insane jewels and the item rolls are crazy, also he has the boss intimated checked for some reason and it isn't set to "boss shaper" (If you are looking at killing shaper)

TAKE POINT BLANK > This increase your damage by a huge amount. It doesn't affect Kinetic blast damage due to how it works and when you're using barrage you just have to stand as close as is safe. It's really a huge damage increase. If you're dying too much, see my next point.

Couple of easy things though, replace Tabula with Incandescent heart. It's about 1C or something and putting on a 5L in it will really help you alot. A 5-Link is not too bad to self make and will probably carry you just fine until you can afford to buy/make your own 6L version also extra ES! Tankier and good damage, what isn't to like? Path of building says just equiping an average one boosts your dps by around 7k with a 6L and although you lose around 10K dps making it a 5L you gain about 1000ES plus if you follow the below step you'll make up that lost DPS and be 1000ES more tanky. Remember being alive means doing infinite more dps, since you do none when dead.

Secondly, you might want to check out the wand "Piscator's Vigil" I imported your build to POB and checked, an average one out-performs your current wand by about 5000DPS and a nearly perfect one is about 10K dps better!

Don't be afraid to get some good tri-damage jewels at the expense of a little ES. The build seems pretty capable of sustaining itself without needing +ES on jewels so you could probably get some cheapish 3x damage mod rolls.

HIT CHANCE! - You have under 90% hit chance, you NEED to get some accuracy rating, anything under around 91/92% for a crit build hurts your damage more than you could imagine. Along with the above you could search for some jewels with damage + accuracy to boost your hit rating. Also, Piscators comes with a bunch of hit rating!

Pots, get a Dying Sun (expensive!), Atziri's Promise (Cheap), Vessel Of Vinktar (CHECK THE ROLLS! Must be adds Lightening damage to attacks and it is expensive!). There are some cheaper ones, silver I think is the onslaught pot get reduced chages + increased duration really helps!

Helm enchant for +1 projectile from Uber lab, although, with the changes to barrage it might not be as crazy strong as it was but it's still a more multiplier to your damage and super good! (Expensive again...)

Lastly, get the watchers eye that he has on the level 99/100 path of building link. I list this last because, yeah. I wouldn't worry about this until MUCH later, there are far more core things to get.

Wanders are decent to get going but REALLY expensive to reach killing Shaper super quickly and, honestly, if you can afford Dying Sun + Vessels freely...the Pathfinder/Deadeye version is probably a bit stronger but much more expensive overall as it's an evasion+life build.

Solid advices by @Chippy. I'll try not to repeat what he said and just add my suggestions:

- Incandescent Heart is a great armour for added dps and it has decent amount of ES as well. Beast Fur Shawl is another good unique, but more defense oriented. There's always an option of just getting a corrupted rare 6L, as they are super cheap this league.

- I think Silver flask is a necessity, also due to added movement speed. More movement, more kills.

- You could look into upgrading your rings, to get some increased Elemental damage on them. Here's an example search that I've used recently, there's a lot of good but cheap rings on the market. You can always tweak the parameteres to suit your needs: http://poe.trade/search/uwatonarekokot

- You can try to get a shield with either Spell damage or Lightning damage, this will also help with your dps.

- Get Forbidden Power for consistent Power charges.

- Lastly, extra levels means you can have more dps. You also skipped 16% spell damage node right by the Witch start, pretty much best 1 pointer on the tree :)

Corrupted 6L are really cheap, granted they won't have a lot of ES usually. 6L uniques are going to be really expensive. Personally I bought a 6L regalia for 90c few days ago and dropped a few Shrieking Essences of Woe on it :)

Build can work fine on a 5L, you might just need to use KB for bosses and lure them against the wall to maximize damage.

and it's been great. I'm working on a 6L for my Incandescent Heart right now.

@Bristol, I notice you have crit multi on your neck; mine has crit chance. The other stats on mine are pretty solid, but is it worth changing it out for one with multi?

I just hit lvl 40 and I'm having a terrible time leveling. I've tried switching around between power siphon, KB, and freezing pulse to see which one felt strongest, but no matter what, I'm just not killing very quickly. Rares and especially architects, take forever to kill. Admittedly, Freezing Pulse feels best (most likely thanks to a First Snow Jewel).

Realistically, I have no clue what I'm doing. It's my first wander, first witch, first ES build. Lots of firsts. I've read through the guide and comments twice over, but it seems like half of the advice pertains to attacks and the other half to spells, along with the posted gear and trees, which obviously confuses me further.

I think the one you got is already pretty solid, all depends on how much a change to a crit multi one would cost you, but I'd keep it for now. Accuracy, spell damage, high flat and high ES are all great, crit chance isn't the best mod out there but it's not dumpster either.

You need to make your profile and character public for me to see. Also it would help if you gave a rough idea on how much currency you got (alchemy, chaos), some levelling uniques are pretty cheap at this point.

Done.

I don't see Wrath socketed anywhere but I must have missed it. That will boost your dps.

Level blood rage but don't use it as it will prevent your recharge.

Try to get a 4 link anywhere, like in your chest or helmet or gloves. This is very important. I might be cheaper to buy one then to link it yourself.

Find different boots then Nomics as you are more likely to get one shot by powerful attacks.

Get your first lab done if you haven't already.

Also, try to trade for Primsweave belt as it is very strong and can be used up to maps.

Lastly, try to look for more flat damage like on your amulet, or buy Karui Ward.

And of course do whatever you can to have your resistances capped :)
