That's because there were numerous small changes only applicable to Ruthless that all needed to be noted.
There are plenty of significant changes happening that affect the whole game, not just Ruthless.
You can just ignore all of the "changes to Ruthless" sections of the notes if you don't play Ruthless. There is still lots coming.

Yeah an optional game mode that get no resources and never have leagues but yeah, the devs are paying more attention to it. :rolleyes.
Maybe devs need to make a league where there is no league event but with tons of changes and see how people will react.

Crucible Ruthless League was a thing (different challenges; same mtx rewards) but you were too busy rolling your eyes to notice.
Also most of the dev time going to Ruthless balance rather than regular PoE is nowhere near "no resources".

So the league mechanic possibly 50 more items, support gems etc require no dev time? What are you people smoking? I want some of it.
This time none of the lae3gue mechanic is going to ruthless. So your point is moot. Should have complained about it last league. And the ruthless changes were nothing but delete button or reduce number. Hardly any dev time went into those.

More eye rolling. If ruthless changes were nothing but delete button or reduce number and hardly any dev time went into those it's funny that it took them over half a year to get them done (as per the Crucible q&a starting at the 44 minute mark).
People are not complaining about the league mechanic (yet) or the "possibly" 50 more items you'll hide in your loot filter.
They are complaining because a mode that was supposed to be a side project is proven to be more than that and as with the console port they feel betrayed having supported PoE 1 for some of those funds to go into developing a mode they are not interested in nor do they wish to support.

Ruthless is them trying to make the POE 2 style of gameplay more popular imo, but so far it's not been going that great tho. So I wouldn't be surprised if GGG are kinda panicking rn
It's also not very consistent to the the whole "separate games" talk tbh. Isn't POE 1 supposed to be POE 1 now and not Ruthless aka POE 2? Just very confusing all around.

1. The didn't implement them last season was because they didnt want the back lash going into the event, it had nothing to do with time devceloping.
2. Sounds like you are a meta gamer. No reason to respond further. 80% of items have their uses, even bitterdream has its use now. You just want to do 100 million dps which is fine but if that is the case you can enjoy being limited to those dumb builds you are playing. Learn to play builds you enjoy rather than builds with the most dps. I am going Doryani's Fist next season with really low damage, but I will enjoy it.

I feel bad for the ruthless player who just got their ascendancy bonus halved, because.... reasons.
Imagine grinding in ruthless for a year for ggg to chop your legs off. And how you up for it.
I mean ruthless is one thing. But yes changes are a wee bit heavy handed.
