Hard crashing PC locks up

Same problem super high CPU usage and stutters, low FPS.
Seems POE 2 is NOT that optimized.
Getting 35-55 FPS Act 3 and Act 2 parts, especially in towns and now in Act 3 and forward end game.
I pray they look into the performance issues. I have zero issues in other games
Any settings I change in Graphic options does nothing at all .

No problems with any other games at all.
Just POE 2 is unplayable.
35-55 FPS 80-100% CPU usage

Windows 10 -
1080p resolution
RTX 2080 TI - Brand new drivers installed
i9 9900k
64gb RAM
960 Pro NVME M.2

Playing in Fullscreen instead of Fullscreen Windowed seems to be fixing the crashes for me.

I'm running:
Windows 11 24H2
Ryzen 7 2700x
GTX 1080TI
DX12
Latest everything: drivers, updates, even optional windows updates

Ever since the patch, I can only get through about 2 maps before my entire pc blue screens and restarts. Has happened about 15 times.

The source code is public and is safe. You don't need to worry. 100% False Alert.
Probably it's SmartScreen saying that the program isn't signed. It doesn't mean it's flagging it as a trojan, it means it's a program Windows doesn't know about (which makes sense since it's made by some random guy).
Ever since the patch loading into certain zones (Hunting Grounds atm) freezes my entire PC and forces me to hard reset.

I tried running the "PackCheck.exe" which didn't help. Here are the results,
