after a lot of teseting the only method that works consistantly is BES and reducing CPU usage by -1%. But does anyone know how to automate it? I hate that I have to do it it every time I launch the game

Same for me, never had this issue and since today, I have to unplug my PC and Hard reboot each time I change map, almost unplayable today, patch broke the game..
** FINALY I SOLVED IT ** on my side (workaround maybe will not work for you) :
1) on steam, uninstall POE2
2) delete folder %AppData%\Path of Exile 2\
3) new fresh install
enjoy.

...and the radio silence on this matter, can you smell the arrogance? I assume GGG has stepped into the role of a true AAA game company now, along with Ubisoft, EA and so on...didn't take long. :)
yeah, such a disappointment for new players like me

IM NOW 85% SURE ITS A PROBLEM WITH THE NBIDIA DRIVER DETECTING POE 2 AS PATH OF EXILE.
IF NVIDIA ISNT DETECTING "PATH OF EXILE 2" YOURE GOING TO HAVE A FATAL SHADER COMPILER ERROR. TESTED WITH 2 PCS FIXED NOW.

It sounds crazy and basic, but I did this last night right after the new patch came out and I haven't had a single crash yet.
And I was crashing CONSTANTLY prior to reinstalling the game last night.
So far, so good. I'm not even using Lasso or any other CPU limiting programs.
I think reinstalling the game NOW, after the patch came out last night, actually fixed things.
Windows 11 (Steam), AMD 5800X3D, RTX 4070 Ti Super 16GB, 32BG DDR4 3200, Samsung 980 Pro SSD

It could be a shader build up thing? Maybe the crashing will just come back over time. But i'll give this a shot, what is there to lose.
