Same issue here. I can see by the graph that Network is spiking every few seconds despite nothing happening on the network. Happened when I got to the Hunting Grounds, but since then seems to be following me around. Nothing else going on, on the network either.

If you are on PC a solution is to disable CPU0.

Saw this on Steam forum - worked for me
game is not optimized. every time i meet fire spells, fps are dropping. next is chill efects on grounds. if some of that effects stacking on ground there is armageddon. i played poe 1 with ryzen 5 2600 and gtx 1050ti and yes, some fire graphic effects after one update cause fps drop but i can play at ~50fps (with upscale option from game, and played last time ice nova of frost bolts). I was hoping that the new engine would fix this issue but there is no option for disable shadows. And they added more upscale options. This is not the way. Optimization should come first.
With all lower settings my game looks like minecraft now, and many times i feel like the game is running even worse.
But in general game looks so good and boss fights are epic. Thank you GGG

I don't have fps drops, it's more like a roller coaster of lag peaks.

Sometimes it goes better (even well), other times I can't play.
This has been happening to me since Saturday. (Obviously, other games work fine)

I was having this issue with my Wifi connection, I have fiber anyways the wifi works fine on everything else besides poe for some reason idk why. I swapped to my hard-line connection which is capped at 100mb and haven't experienced the stuttery lag...I guess I need to upgrade my Ethernet Lan cable to handle my fiber speeds but so far it has been fine on my Lan cable.

If you have the option to use a hard line, swap to it for now until we get predictive and then you can swap back to your wifi and play fine. This is what I did in path of exile 1, but since poe 2 doesn't have this network mode yet I've had to swap to my hardline to get around the stutters.
I tried the lan cable and IDK it just wont do the trick It still freezes while loading and When I turn my game settings to low my frames because i capped them wont make the game go smoother or anything just looks worse so idk. I will try the cpu setting but I dont want to force shut down my pc that often so i might just leave it and wait for an update in the future.

It should solve the lag spikes as well
