I just has this problem and the way I fixed it was progress to the lost city kill the boss at the end and progress to the water objective and then light the lady on fire and return back to town and complete the horn... spent like 3 hours trying to figure this out

Same issue. Going to Buried Shrines and burning the water lady did not help.
