Game Performance: Renderer Options

From what I read that might be counter productive. If you run it at that setting it might overheat and if your cooler isn't perfect, it would hit the cpu performance. https://www.howtogeek.com/368781/how-to-enable-ultimate-performance-power-plan-in-windows-10/ I'd scale back to "normal" max performance to be sure. Updating your chipset and bios wouldn't hurt either if done right. Intel CPU's have been inconsistent in recent gens, many controversies with defects and revisions to power management.

Most of the issues with intel processors are from 13th and 14th gen, but the heat is a good point. The 12 series puts out a decent amount of heat, and given the low clocks OP is reporting I would almost bet at this point it is heat throttling.

Curious to see if they respond as I have a nearly identical system and am not having nearly the same issues.

I was covering all the bases I could think in a short time. But with just a quick google search, 12th gen also had performance issues, reddit threads with people complaining about stuttering. It was the first desktop CPU series they had made with P and E cores, and the initial release was a bit wonky. Updating and fixing BIOS settings is what people say helped them too.
Impatience is insatiable.
It really doesn't matter that much. We should still get better options to throttle back the graphics in the game.
