Pretty simple workaround in the meantime - bind scroll up / scroll down to different keys, i.e. scroll up is bound to "," scroll down is bound to "." then bind those keys to abilities.
Almost all mouse software out there lets you do this, and it's almost certainly within the rules, as generally when it comes to rebinds as long as 1 action = 1 input you're good.

I’m not aware of ANY major / serious game out there that prohibits rebinding of keys, as long as 1 button = 1 action you are good.
Sounds like you’re making a bunch of assumptions with nothing to back it up, where as what I said is the standard across the industry in term of policy on rebinds and macros.
FYI - the reason they all have this policy is to avoid messy entanglements with various countries accessibility / disability laws and PR messes. Some players (i.e. 1 hand, missing fingers, etc.) need options to rebind keys, and the 1 button = 1 action rule has become the standard place to draw that line.
No one wants to be the one in the headlines because they banned a one armed player for using a disabled-friendly custom controller or something like that lol

Sure, that's a thing but I have a pretty boutique mouse for FPS games that doesn't have per game profiles and auto switching.
Not interested in the headache of needing to open the software every time I need to scroll in a web browser or in the games own UI.
This not being a thing in the game from the very beginning is one of those classic GGG head scratchers.

if they implement proper binding here then they can go after AHK scripts and control the potential abuse of unlocked wheels from within the game. abusers abuse now and will abuse so nothing will change on that front

you can automate it with AHK script that will only work if the game is open, HOWEVER, neither mouse soft nor AHK are OKed by GGG, so you are risking getting in shit and possibly auto-banned by their anti-cheat via a false flag
like the previous poster said, if they wanted us binding wheel up/down they would do it in game. they don't want it for some weird unknown reason. this was requested for over a decade now. they put in AH, i say they wheel is next!

what we CAN bind are all the common keycodes.
scroll wheel up/down needs to be implemented a bit differently than basically everything else. i suspect its just them being lazy here tbh.
unlocked scroll wheels shouldn't be hard to deal with either, they can very easily just rate limit those.
