No citadel spawning

same issue here, level 96, mapping like crazy, no citadel, no beam, no nothing -.- clicked the mono looooooong time ago, killed arbiter (with traded mats), no quests open, all done and out of ideas

Only quest I have is the Pinnacle of the flame. No citadels appearing for me either.
