POE 2 - Can't use items. Failed to use item: The operation could not be completed

Cannot use any crafting items, nor book of specialisation. keep getting the error - Failed to use item: The operation could not be completed.

I am having the same issue. Unable to use the book of specialization, get an error message “ Failed to use item: The operation could not be completed. Likewise trying to use any alteration currency results in failed to apply item.
