Poe2 Endgame bugged / Citadels do not spawn/appear in the endgame map at all

I've done several hundrets of maps by now, mostly t14+, lvl 91, and have captured several dozens of lost towers. From what i've seen from literarilly every other player that has reached endgame and a similar point in the game, it is not normal to not have discovered a single citadel by this point.

Therefore, I'm completely stuck with proceeding in the endgame and there's nothing I can do.

I also have the quest "Legacy of the Vaal" still active with the task to "Speak to Doryani" and have no way of completing the task. I've talked to Doryani in every place he appears. He is NOT present in my current burning monolith area, where I can only use fragments (which I have no way of receiving by myself) in the door to enter the bossfight.

I've even bought the fragments in the currency market, killed the arbiter, nothing changed. Still no citadels to be found (I've captured around 20 new towers after having killed the arbiter).

Needless to say, this is super frustrating.

Has there been any acknowledgement of this as a bug? I have 6 characters that I have done waypoints on, two over 90 and still haven't seen a citadel. I have gone quite far in multiple directions and nothing.

I just don't know if it is even possible to be this unlucky. I have spent so much time scrolling around my atlas at the end of each day trying to make sure I didn't just miss one.
