I've only used Ice Strike in 0.3, but I found movement speed on boots irrelevant, because now you can just click on an enemy and close the distance. Maybe it's still important for a pathfinder or other ranged build. But for melee, I didn't need it.
SSF Rise of the Abyssal Ice Strike Invoker, high survivability and fast clear speed. Deprioritize armor and resistances; prioritize crafting a weapon and faster start of ES recharge. Build is shown at level 47, end of Act 3. It tore through Act 3 like butter.

Well yes its the same for my Reap witch, Reap will move towards the target for you. It comes down to maximising clear speed so those times you are between packs you are moving slow. It is absolutely more important for ranged builds.

All I am suggesting is to remove the stat because if you are min-maxing which most people do to an extent then its pretty much mandatory.
Honestly PoE2 is kind of dog shit compared to PoE1.

-Maps take way too fucking long.
-There are like 50 things total worth looting.
-Crafting for yourself is fucking waste of time.
-95% of the skills feel awful to use, and are plagued with horrible delays.
-Every single movement skill feels like it belongs in a PS2 game. (And not the good ones.
-Suffers even more from PoE1 from "invincible or 1 shot"
-Triples down on all the BS on the ground for PoE1, except this time you can't even mitigate most of it.
-The Atlas map is just a waste of time. It's the same thing with extra steps and is just designed to say "no you can't do the thing you want tonight, you can do it tomorrow.
-Bosses are all just pushovers who get countered by spacebar.

What's really sad is while skills in PoE1 honestly weren't great either, they were at least snappy, and you could do so many weird builds that you didn't care. I always felt like PoE1 was just ahead of Grim Dawn on skill design. Somehow PoE2 managed to make them feel even worse. Like how?

I feel like I literally just pick my skill to spam because it's the one that feels like least God awful to use that isn't so horribly underpowered that you can't even clear the easy ass content.

I could rant for another hour, but yeah.
