After thinking about this for awhile on paper this is a very good a idea. But in practice all this new gems might not be if the gems doesn't drop in any meaningful numbers this might be a nightmare for players looking for level 21 gems. Some level 21 20 quality gems already cost over a ex and that is while you can just buy the base gem at a vendor i shudder to think what they will cost if it is grand heist only rewards and the gem is mandatory for your build or a very popular build.
