Any info on the cooldown/phantasm limit of the new penance mark? Or can we blot out the sun with enemy phantasms?

That 9% makes me worry most of the stats on the charms are so watered down they are useless.

For those who wonder if they can fill the screen with Penance mark phantasms, if you watch the video, the player striked 2 times, first strike he spawned 3 phantasms, 1 of them died due to chaining and 2 remained, the 2nd time he attacked, the 2 other phantasms died along with some mobs but no new phantasms were spawned, so its either there is a cooldown, or you need to kill all phatnasms before spawning new ones, I think its the first case tho

We don't know the range or if they have tiers. Even then 9% can be 1 affix less on a gear slot for some players.
