Something is terribly wrong with Shaders since 3.27

I've been having the same issues for about a week.
A fresh install solved things for about 20 maps, now the problem is back.

I7 10700K
32GB RAM
3070
bump
I fixed this by deleting the NVIDIA shader folders as per a reddit thread.

https://www.reddit.com/r/pathofexile/comments/165h4pv/constant_shader_recompilation_steps_to_clear_the/?rdt=65163

It 100% resolved my issues.
Things I've tried to fix the issue so far:
Cleared game & system cache
Updated BIOS
Updated Chipset drivers
Fresh install of GPU drivers
Reinstalled the game to a different NVMe drive
and a bunch of different ingame & Nvidia settings

Some of these fixes seemed to solve the issue, then it returned after about 20 maps. Not sure what else I can do, last thing I'll try is installing the Steam version.

Any word from GGG would be appreciated.

More detailed specs:

Win 10 Home 64-bit
i7 10700k @ 3.80GHz
32GB Dual-Channel DDR4 @ 1066MHz
MSI MPG Z490 (MS-7C75) (U3E1)
4095MB RTX 3070
LG Ultragear 2560x1440@180Hz
Samsung SSD 980 PRO
Don't you guys think that the one full month of radio silence from ggg saying quite a lot?
Problem: impostor syndrome
Solution: nerf everything
Result: depressing mess

That they don't care? That was obvious five years ago.
after updating nvidia driver to 581.94, both loading screens and shaders seems alot better, before it would take 10-15sec to launch poe on steam now its back to instant.

So a clean install basically lasts for 4-5 hours before the issue returns.
Not sure what else I can do to troubleshoot/fix it, myself.

Sadly looks like I'll have to give up on this league.
The game is total unplayable and looks like nobody care of it, gl in next league
